Housing development in Groveland, Massachusetts is still relatively limited compared to many nearby communities, which is part of why projects like The Quarry and Garrison Village stand out.
Of the two, The Quarry is the clearest example of housing that is actually taking shape on the ground. The development is now nearing completion, making it one of the more visible recent additions to Groveland’s housing stock. In a smaller town where residential growth has historically moved at a slower pace, a project like this tends to be especially noticeable.
Garrison Village, by contrast, is a project that remains in the approval process rather than part of the town’s existing built landscape. The proposed development is planned for 36 Garrison Street and received state project eligibility approval in February 2025 under Massachusetts’ 40B process. According to that approval letter, the proposal is for 90 units of mixed-income senior housing, all one-bedroom units, with a mix of affordability levels and a small market-rate component. The project website describes it as a two-phase development for residents age 62 and older, with each phase planned for up to 45 units.
That approval is an important milestone, but it is not the same thing as final local permitting or construction. The Town of Groveland has stated that the state project eligibility/site approval step is only the first step in the 40B process, and that a local comprehensive permit application is a separate part of the process. The state eligibility letter also makes clear that even if a comprehensive permit is granted, construction cannot begin without further state approvals and tax credit funding.
Taken together, the two projects offer a useful snapshot of where Groveland is right now. The Quarry represents housing that is nearly finished and becoming part of the town’s current inventory. Garrison Village represents a possible next phase of growth, but one that is still moving through the approvals process.
